Ofsted has updated its guidance on Conducting Childcare Register inspections and Early years compliance in line with the move to in-house Ofsted inspections as of 1 April 2017.

Ofsted have rewritten guidance on what happens when Ofsted judges a childcare provider to be inadequate or not meeting registration requirements. The Ofsted website states that the document has only been rewritten for clarity, and there are no factual changes.

15 June 2015

Ofsted have published the Common Inspection Framework, which will come into effect in September 2015. As part as this change, Ofsted have published an updated version of the Early Years Inspection Handbook (which also applies as of September 2015).

There is also a new guide to inspecting safeguarding in early years, education and skills from September 2015, and a briefing document outlining the key inspection changes.

Ofsted has published a new comprehensive handbook for early years inspectors. The Early Years Inspection Handbook combines existing guidance from Conducting early years inspections, the Evaluation Schedule and other Ofsted guidance, setting out what Ofsted inspectors must do — and what early years providers can expect — during early years inspections, and providing guidance for inspectors on making judgements.

Ofsted have published a revised version of the framework for the regulation and inspection of provision on the early years register from September 2014, which includes a change to guidance on ‘the quality of regulatory and inspection work’ (para 78).

Ofsted has published a new safeguarding children and young people and young vulnerable adults policy guidance document.

The guidance is for members of Ofsted’s workforce, both inspectors and office-based staff; additional inspectors and other people, consultants and agencies contracted by Ofsted.

Ofsted will introduce a new standardised inspection framework for the education sector. From September 2015, all education providers — including early years providers — will be inspected on the following criteria:

  • Effectiveness of leadership and management
  • Quality of teaching, learning and assessment
  • Personal development, behaviour and welfare
  • Outcomes for children and learners.

Ofsted has announced that nurseries and pre-schools rated as ‘requires improvement’ will be monitored through regional meetings, rather than through monitoring visits.

Ofsted has published two updated documents for early years providers judged ‘inadequate’. The guidance reflects the changes from the revised inspection framework implemented in November 2013.

4 November 2013

Changes to the way that Ofsted inspects and reports on all registered early years providers have come into effect.

For all early years providers:

  • The ‘satisfactory’ judgment was replaced by ‘requires improvement’
  • ‘Inadequate’ providers will be re-inspected after six months
  • If ‘inadequate’ providers failed to improve and are still judged to be ‘inadequate’ after this time, Ofsted may take steps to cancel their registration

For pre-schools and nurseries:

  • Settings judged as ‘requires improvement’ will be re-inspected within a year with the expectation that they will achieve ‘good’ within two years
  • Settings that fail to improve after two years are likely to be judged ‘inadequate’
