As a sub-committee of the National Pre-school Learning Alliance, we support around 220 members across Bedfordshire & Luton. This includes pre-schools, day nurseries, toddler groups, child minders and individual members. Our executive committee of volunteers meet termly to discuss the work that is delivered within the county, early years issues and priorities of our members. These volunteers are elected at our Anuual General Meeting.

About us

Our Nurseries & Pre-schools

The Alliance is the largest voluntary sector provider of quality affordable childcare and learning in England.

The Pre-school Learning Alliance (the Alliance) has over 50 years’ experience of working in the early years sector. Our settings provide a safe and caring environment where babies and young children can play, learn and grow. We follow the Early Years Foundation Stage (EYFS) which sets the standards for learning, development and care of young children up to age five.

Our nurseries and pre‑schools in Luton are managed by our Childcare Management Officer, Julie Capon. Her responsibilities include the following:Julie Capon

Here, at the Bedfordshire and Luton County Office of the Pre‑school Learning Alliance we offer a comprehensive payroll service for pre‑schools, full day care nurseries and out of school clubs. Advice & Resources

Although we are no longer funded by the local authorities to provide business and sustainability support to our member groups across Bedfordshire, we can still offer a variety of advice and guidance to our members.

At the county office we are able to provide limited guidance by phone or can offer a support package tailored to your setting or groups requirements, here is an example of a package we offer:

we can provide a 2 pslahour visit to your setting either as a training session or a meeting with staff and/or committee, provide a written action plan, and provide a further 5 hours telephone support.

An example of issues we can assist with are as follows:

• business and financial planning
• management

• recruitment and good staff management practice
• sustainability and funding opportunities, and
• promotion and
marketing of their services to local families
• charity status and constitutions

Alliance Communities

Local Alliance Community events are a means for members to come together across the county. They can be just a few members getting together or open to all. They can be informal meetings, regular events, or one‑off events. They could be to discuss a specific need within a certain community/area, an opportunity to network or a means of support or even a social event. You may wish to have a work related speaker or someone giving an interesting talk or demonstration. They can be held during the day or in the evening.

It is important that these Communities are led by yourselves, the volunteers and members of Pre‑school Learning Alliance. It gives you the opportunity to get involved and to “have a say” in what is going on in early years. There is some funding from your membership payment specifically for Alliance events. It is your money! We want you to decide how to spend it! Please contact us with any ideas/requests and they will organise the event.

Following the recent success of the Professional Development Workshops (PDNs) we have run over the last few months, we now intend to support our Alliance Community to hold termly networks and to invite speakers or tutors to provide talks or training on subjects chosen by the network supporters.

If you are interested in hearing about future Alliance Community Networks and you are a Bedfordshire & Luton Alliance member, we will keep you updated and give you the opportunity to help decide on a topic and to join us at the event. The Alliance is a major early years training provider, with more than 15,000 learners per year. The Alliance brings a breadth of knowledge and experience of the sector to the learning environment providing our learners with quality ‘added value’ to meet the needs of employers and practitioners. Our well qualified tutors have a variety of specialisms and all have knowledge of working at grass roots level. For full details of Qualification Courses offered by the Alliance please see our full Training Page.

Currently in Bedfordshire & Luton we have no qualification courses programmed to start this academic year. We are open to when and where the courses can be delivered in the county, so please contact me to register your interest in a course. The Pre‑school Learning Alliance puts great emphasis on responding to local needs so let us know if your requirements are not being addressed. If you live near a county border you may be able to access training nearer to you. If you can access local funding then this would come from the county in which you work.

If you are unable to attend a classroom‑based Level 3 course, due to work commitments or a course not being available in your area, the Pre‑school Learning Alliance may be able to offer you a distance learning programme - subject to tutor/assessor availability. Continuing Professional Development

The Alliance brings a breadth of knowledge and experience of the sector to the learning environment providing our learners with quality "added value" to meet the needs of employers and practitioners. With changes in how Continuing Professional Development is accessed by staff in pre‑schools and nurseries, the Alliance has compiled a comprehensive training brochure outlining the workshops that are available. This includes specific workshops for managers, some for practitioners and some for voluntary committees.

There are a range of workshops for working with 2 year olds which is especially important with the majority of settings now accessing the Early Years Pupil Premium and accepting 2 year olds. Our workshops can be adapted to meet the needs of all settings and can also be 2, 3 or 4 hours in length. Please contact me on 01525 715248 (option 1) or by email bedfordshirelutonsc@pre-school.org.uk to discuss workshop requirements for settings or children’s centres as we are able to tailor courses for the specific training requirements and budgets. If you wish to host a workshop at your setting and are willing to administer the course, the booking fee will be limited to a one off cost of £30 to cover registration and certification of the course with the Pre‑school Learning Alliance.

Payroll Service

Here, at the Bedfordshire and Luton County Office of the Pre‑school Learning Alliance we offer a comprehensive payroll service for pre‑schools, full day care nurseries and out of school clubs. Our payroll service is run by Clare Baxter (Payroll Manager) and Jenny Whitbread (Payroll Support Officer).Payroll team

Our basic payroll service includes:

•    Initial set up and ongoing maintenance of employee details
•    Calculation of tax and national insurance for each employee, each pay period
•    Producing summaries each pay period to show gross pay, PAYE deductions, pension contributions and net pay. These reports are sent by email as PDF’s, for your setting to print and retain
•    Producing payslips for each employee processed each pay period.  These are sent by email as PDF’s for you to print and issue to staff on or before the actual pay date
•    Issuing of a P32 (the payment summary for HMRC) monthly or quarterly, depending on your arrangements with HMRC
•    Setting up new starters on the payroll provided that we receive an employee record sheet and a P45 (if your new employee has provided this)
•    Issuing of P45’s for leavers, which are sent by email as a PDF for you to print and issue to the employee
•    Calculation of statutory payments to include SSP, SMP and SAP etc.
•    Assistance with auto-enrolment – we will provide a pack prior to your staging date which will help guide you through your duties as an employer
•    Sending the “Full Payment Submission” (FPS) to HMRC each pay period
•    Sending an “Employer Payment Summary” (EPS) to HMRC as and when required
•    Sending HMRC the year end submission annually
•    Liaising with HMRC on your behalf
•    Payroll newsletters which keep you updated on any changes in payroll legislation

Payroll Auto Enrolment

By April 2017, all employers will need to have a qualifying pension scheme in place for their employees. Every employer has a staging date, and this is the date in which they have to comply with their new duties and have a qualifying pension scheme in place. This date is based upon your PAYE reference number.
We offer 2 different levels of service for our payroll clients, depending on your business needs, as follows:

Service Level 1
•    Run initial report to assess workforce prior to staging date (to show eligible, entitled and non-eligible job holders)
•    To set up the Customers pension scheme on the Suppliers payroll software
•    To produce (and send as PDF's where possible) statutory letters and communications for employees about auto enrolment
•    To assess workforce each pay period, and make deductions for any eligible job holders who are not already in the scheme
•    Include any employees who opt-in, and process opt out requests (including processing refunds of contributions)
•    Calculate pension deductions, based upon the percentage deductions advised by the Customer.
•    To apply postponement as per the Customers request.
•    Send the pension reports each pay period to Treasurer/our contact for the Customer.

Service Level 2 - As per service level 1, and also;
•    To submit Declaration of Compliance to The Pensions Regulator on behalf of the Customer (if required)
•    To enrol any new eligible job holders onto the pension scheme (for example new starters)
•    Process opt-in and opt out requests (including processing refunds of contributions)
•    Informing the Customers pension provider of the contributions due for each pay period

The charges for auto-enrolment can be found on the price list.  From April 2016, we are also introducing a one-off set up fee for auto-enrolment.  This fee can also be found on our price list.

Picnic in the Park, Luton

 

 

Our annual community event, Picnic in the Park, held in Wardown Park, Luton, has been running for over 15 years, and was started by the Pre-school Learning Alliance “Luton Branch” of member groups, who met for a picnic in Wardown Park.  But as the years passed, the event got bigger and bigger, and much more popular, so the branch asked the Alliance’s county office to organise it for them. The event had turned into a community fete style event, where local childcare settings were invited to hold stalls to raise funds for their setting and to also provide a free activity for the children who attended.

In the later years, we were able to secure sponsorship and organising support from the local authority, which were extremely welcoming, as by then the event was huge! Local partners and charities were also invited to promote their services in Luton. However in 2015, the Alliance became the sole organisers again, as our partners were unable to support us.

Each year we have a theme, and ask our stall holders to support the theme through either their stall or free activity. Previous themes have included Celebrating Fathers, Keep Luton Smiling (highlighting the importance of oral health), Keeping Luton Tidy and Communication and Language; Luton’s Little Voices, and last year was Think Safe, Stay Safe in Luton,  focusing on the prevention of accidents in the home and also when out and about. The theme was heavily supported by the Safe at Home, Luton, Scheme and in this year replaced their annual Safety Roadshow. We highlighted the key safety messages covered in the Child Accident Prevention Trust’s Child Safety Week (6-12 June 2016) which included warnings about the safety of e-cigarettes and refills, ensuring the same precautions are taken as with household cleaning products and medicines.

This year (2017), our theme is Healthy Teeth, Happy Smile! promoting the importance of tooth friendly snacks and drinks.

We largely self-fund the event from charging a stall fee and for car parking on the day (the event car park is in Popes Meadow, Old Bedford Road). There are a total of 40 stalls, along with entertainment from a local children’s entertainer, Cheeky Dog, who has supported us for many years. Luton Library staff also provide regular story telling sessions, and Active Luton provide soft play facilities whilst promoting fitness programmes for all the family which is available in the town. Some of the stalls provide food, following our healthy eating guidelines. The fire service support us and bring along a pump for the children to explore, along with the police, who try to attend and have in the past brought a van with a cell in it, and great fun was had by all by locking children in!! The one and only time they will try this out!!

Feedback is collected each year following the event and every year our stall holders are amazed by how many families they are able to reach on the day, which they would normally never manage to do so.

In 2011 we also celebrated the 50th birthday of the Alliance, and in 2012 we were honoured to be joined by the Alliance’s CEO, Neil Leitch as our guest, he also managed to pop in last year after attending a local meeting. This year (2016) we were delighted to be joined by the Alliance's Director of Quality Improvement, Michael Freeston and Chair of the Board of Trustees for the Alliance, Sophie Ross. The event was opened by the Mayor of Luton, Cllr Tahir Khan.

Planning for 2017 has now begun!
